After graduating from the secondary school he was admitted to the department of “Accounting” at Azerbaijan State Economic University and completed the full course on the speciality of “Economist” in 1981. Zakir Nuriyev started his labour activity as Leading Accountant at the “Control and Inspection” department of the Ministry of Communications, Azerbaijan Republic in 1981.

 Zakir Nuriyev did his military service during 1981-1983. He worked in the capacity of Accountant – Inspector, Chief Inspector and Deputy Chief Accountant at the “Control and Inspection” department of the Ministry of Communications, Azerbaijan Republic from July, 1983 until January, 1989 after having served in the military.

 He was appointed to the post of Manager of the “Control and Accounting” division at “Regional Communication” Production Association of the Ministry of Communications, Azerbaijan Republic in 1989. Zakir Nuriyev worked in the capacity of Chairman of the Management Board at “Rabitabank” Joint-Stock Commercial Bank during 1993-1998 and has been acting as Chairman of the Supervisory Board at “Rabitabank” Open Joint-Stock Company since 1998 up to date. He was elected President of the Azerbaijan Banks Association in 1996 and worked in that capacity until 2006. He has been member of the Presidium at Azerbaijan Banks Association from 2006 till 2015. He was re-elected President of Azerbaijan Banks Association in 2015.

Namig Aliyev was born in 1977 in Baku. He is a graduate of Baku State University. During his student years, he worked on a number of periodical publications. In 1999-2000 he worked in the Republican Scientific and Technical Library and in 2001-2003 in the Main Department of Cultural Education of the Ministry of Culture of the Republic of Azerbaijan as a leading specialist. As of 2004, he worked as a correspondent, leading correspondent, assistant editor, editor at the Free Azerbaijan Broadcasting Company "Azad Azərbaycan".

He started working in the Communication Department of the Central Bank of the Republic of Azerbaijan in May 2010. Since July 2011, he has been the Head of the Public Relations Division of aforementioned department. He is the presenter of "Economic News" program  at Azerbaijan Television and Radio Broadcasting Closed Joint-Stock Company (AZTV).

Deputy Director of Fintech Association of Uzbekistan

Yasin Erol borned in Bilecik / Turkiye in 1978. He continued his primary and secondary school in Kütahya and Sakarya. He completed his undergraduate education at Sakarya University, Department of International Relations, with his thesis on "Continental Shelves in International Waters".

Between 2003 and 2013, he worked as branch manager, import-export manager, finance manager and general manager in various sectors in the United Kingdom.

In addition to his work experiences, also in the United Kingdom; he carried out research and studies within the scope of the Technology Transfer Office and university-industry collaborations.

In 2013 and 2014; He started as Deputy General Manager in Istanbul Technical University Arı Science Park and simultaneously as General Coordinator at İTÜNOVA Technology Transfer Office.

He served as the General Manager of Istanbul University and Istanbul University Cerrahpaşa Science Park between 2015 and 2022.

In 2022, he became the General Manager of the Finance Office of the Presidency of the Republic of Turkiye, Istanbul Finance and Technology Base Science Park, and he still continues this duty. He speaks advanced English and Arabic.

Nurlan joined Visa in 2013 bringing 9 years of experience in banking, marketing, business development and payment cards to the team. Prior to joining Visa, he was Head of Payment Cards at DemirBank (Azerbaijan), responsible for acquiring payment products, payment card risk and digital channel development. Prior to joining DemirBank, Nurlan worked at UniBank, where he was in charge of marketing and business development.

Since 2022, Nurlan Hajiyev has been appointed to the position of Senior Director, Regional Manager in Azerbaijan, based in Baku.

In this role, Nurlan continued his work on business development in Azerbaijan, ensuring local team’s integration and alignment. With nine years’ experience at Visa, Nurlan initially joined as business development manager being a single representative of Visa in Azerbaijan for 6 years, contributing to the team's recent growth. Throughout this time, Nurlan has been a valuable member of the Visa CISSEE team, building strong client relationships, driving business development, strategy and its implementation in the market. Nurlan has greatly contributed to such milestones in the Azerbaijan market as implementation of VTS and launching Apple Pay, launching first in CEMEA B2B Connect along with other key achievements.

Anton Piatygin is a Vice-President, leader of Visa Consulting and Analytics in CISSEE region, based in Kyiv, Ukraine.

Anton is leading Visa’s work on supporting banks, fintechs, public sector entities, and other organizations on advancing electronic payments and solving their problems related to financial services and payments.

Before joining Visa, anton spent 10 years in McKinsey and EY-Parthenon, serving financial services clients in 15 countries across the globe.

Anton was a Supervisory Board member of Oschadbank and Export Credit Agency in Ukraine.

Anton holds a MBA Degree from Duke University, Fuqua School of Business

Igor Nebyvaev is an independent Strategic Advisor on financial integrity and compliance with over 20 years of experience in the area of anti-money laundering and combating the financing of terrorism (AML/CFT). Throughout his career he served in leading roles in international organizations, including as the Executive Secretary of two FATF-style regional bodies – the Eurasian Group (EAG) and MONEYVAL. He also led the Council of Europe Economic Crime and Cooperation Division, with responsibilities for managing technical assistance programmes in the areas of AML/CFT and anti-corruption. He currently provides services to various United Nations agencies, private sector entities and interested governments. He holds a Master’s degree in political science from the Moscow State University, and an Advanced Studies certificate in the field of compliance from the Fribourg University Faculty of Law.

The Deputy Chairman of the Executive Board Born in Baku in 1985.
By the Order of the President of the Republic of Azerbaijan No. 3930 dated June 22, 2023, appointed as The Deputy Chairman of the Executive Board of the Financial Monitoring Service of the Republic of Azerbaijan. Started his career in 2006 as a lawyer in the Azerbaijan Lawyers Association, since 2008 worked as a court supervisor in the Ministry of Justice of the Republic of Azerbaijan.

Throughout his career, he worked as a senior legal advisor in the Financial Monitoring Service under Central Bank of the Republic of Azerbaijan, served as the head of the Legal sector in the Financial Monitoring Service of the Financial Markets Supervision Authority.  In 2018-2023, acted as the director of the Legal Department at the Financial Monitoring Service of the Republic of Azerbaijan. He holds a Master’s degree in commercial law from Baku State University.

Dr. Fuad Aliyev is the International Cooperation Director at the Financial Monitoring Service of the Republic of Azerbaijan and has worked at the FIU since 2011 and Chair of the Membership, Support, and Compliance Working Group (MSCWG) and Egmont Committee member since 2023. He is also Chair of Other Financial Institutions’ sub-working groups under the inter-agency NRA Working Group in Azerbaijan. Dr. Aliyev has been a certified Council of Europe MONEYVAL Committee AML/CFT evaluator since 2016, a certified FATF-TREIN trainer since 2022, and passed CAMS anti-money laundering specialist certification in 2013. In addition, he was a MONEYVAL evaluator of IO1 & IO2 for North Macedonia in 2022 and 2023 and a FATF ICRG lead reviewer of IO8 for the Bulgaria POPR and Albania action plan, IO4 for the Malta POPR in 2021, and IO3 & IO6 for the Isle of Man POPR. Dr. Aliyev contributed on behalf of MONEYVAL as an external reviewer of the draft EAG MER of Tajikistan in 2018 and was a MONEYVAL expert at the FATF Policy Development Group meeting in May 2019. Dr. Aliyev has a Ph.D. in Economics and was a Fulbright Scholar of Johns Hopkins University School of Advanced International Studies (USA) and a US Department of State Hubert Humphrey Fellow in Public Policy at the University of North Carolina – Chapel Hill.

Nurlan Babayev is an attorney at law specialized in finance and corporate law. He has an LL.M degree from Chicago-Kent College of Law. Mr. Babayev started his career at the Head department of legislation of Ministry of Justice where he participated in drafting several large-scale legislative projects, including the Migration Code and the Housing Code.

Later Nurlan Babayev joined to the Financial Monitoring Service under Central Bank as the Head of legal division. Mr. Babayev has 15 years of experience in the field of combating money laundering and terrorist financing (AML / CFT).

Later Nurlan Babayev worked as the Head of Legal Unit of the Financial Markets Supervisory Chamber since its establishment. During his tenure, he participated in the institutionalization of the organization and reforms in banking legislation, as well as participate in several major projects, such as the resolution of banks, collective restructuring of non-performing loans of banks and the restructuring of liabilities of the International Bank of Azerbaijan. Currently Mr. Babayev holds the position of Head of department of Financial Monitoring Service.

Kadir Efe, born in Istanbul, began his educational journey at Pertevniyal High School and then continued to study Aeronautical Engineering at Istanbul Technical University. Akın Adıyaman is a seasoned professional renowned for his expertise and leadership in the finance sector, particularly in digital transformation and customer service management. Currently serving as the Head of Alternative Sales Channels & Contact Center at Aktif Bank, Akın oversees a diverse range of responsibilities, including digital transformation initiatives, process optimization, and customer experience enhancement. His role entails the strategic management of various communication channels, such as call centers, web chat platforms, and social media channels, to ensure seamless and efficient customer interactions.

Prior to his current position, Akın held pivotal roles at Odeabank and HSBC, where he played instrumental roles in establishing and optimizing contact center operations. At Odeabank, he led groundbreaking projects to implement IVR systems, chatbots, and other advanced technologies to enhance customer service delivery and streamline processes.

Born in 1976 in Ankara. His grandfather is from Salyan Azerbaijan and he is very proud of his Azerbaijan roots. He graduated from T.E.D. Ankara College in 1994 and from Gazi University, Faculty of Economics, Department of Economics in 1999. He started his career at Şekerbank T.A.Ş. Board of Audit in 2000. Until 2010, he worked as Assistant Auditor, Authorized Assistant Auditor and Auditor respectively. During his tenure at the Board of Audit, he took part in many of the Bank's digital transformation projects both as a team member and team leader, and also led the Bank's Information Systems Audit team between 2006 and 2008.

Between 2010 and 2012, he worked at Şekerbank Software and Project Management Directorate with the title of Business Analyst Manager. In 2012, he started his career at Şeker Bilişim San. A.Ş. as Business Architecture Manager. Between 2015 and 2018, he worked as Business Architecture and Product Management Manager at Cybersoft. During his tenure at Cybersoft, he led the software transformation processes of an Azerbaijan-based bank.

In 2019, he participated in the reorganization of Türk Ticaret Bankası A.Ş. as the Head of the Audit Board and was promoted to the position of Assistant General Manager at the same Bank in 2021.

Since January 2022, he has been serving as a Board Member and General Manager at Yaz Bilişim Sistemleri ve Ticaret A.Ş., which a subsidiary of the Savings Deposit Insurance Fund of Türkiye.

He was born in Gebze in 1983. He completed his undergraduate education at Marmara University Technical Education Faculty. He studied at Gazi University Industrial Design Engineering Department and Istanbul University Economics Department. He completed his master's degree in Management and Organization at Gebze Technical University, Department of Business Administration.

He made his first attempt at university and started active business life that year. He is a member of MÜSİAD, GİV and DEİK. Kosgeb cooperation framework decided on "Entrepreneurship Training". He took an active role in many civil society structures. He took an active role as a jury member in the committee where entrepreneurs were evaluated in the Entrepreneur Awards organizations held under the auspices of the Presidency. Yavuz KUŞ, an entrepreneur, mentor and angel investor, is married and the father of four children.

Aydin Gurbanli He was born on August 11, 1999, in Baku city. From 2016 to 2021, he studied for a bachelor's degree in Information Technology at the Faculty of Engineering of Baku Engineering University. He has been working in the field of Information Security for 5 years. Since 2022, he has been working as the Deputy Director of Information Security at Cyber Point LLC.

Oleksandr Stelmakh is the Senior Director and Head of Digital Solutions team responsible for driving the innovations agenda for the 17 markets of CIS&SEE. His main areas of focus are Mobile Contactless & E-commerce Payments (based on Visa Token Service), Visa Tap to Phone and Digital Card Issuing. During 4 years at Visa Oleksandr launched numerous digital projects including Pay’s implementation on 9 new markets, Tap to phone project rollout on 8 markets and first globally Digital Skins project.

Oleksandr joined Visa in 2018 bringing to the team 15 years of experience in retail banking, payment cards and mobile network operations. Immediately before joining Visa, he was Deputy Head of Retail Department at Pivdennyi bank (Ukraine) responsible for acquiring, retail products, payment cards and digital channels development.

Oleksandr holds a master’s degree in Information Technologies from National Academy of Telecommunications (Ukraine).

Mr. Ramil Mahmudov is a Chief of the National payment system development division at Central Bank of Azerbaijan Republic. He is responsible for development of cashless payments in Azerbaijan and for regulating its activities in accordance with the legislation. He is an experienced professional in payment systems, electronic banking, mobile banking, card business, e-money, e-payments and retail banking. As an co-author of several regulations and recommendations for banks and other stakeholders, he also familiar with regulations, recommendations and experience of ECB, EU, CIS, BIS about payments systems ecosystem and payment instruments and also with risk management, fraud management, chargeback procedures of Visa and Master Card.

Mr. Mahmudov holds Master’s degree in Banking and Finance from Luxembourg School of Finance, University of Luxembourg and Master’s degree in Finance from Azerbaijan State Economic University. He received Certificate on “Management Development Program” from Azerbaijan Diplomatic Academy in 2014 and Executive education Certificate from New York University Stern School of Business in 2015. He received a numerous training certificates in the field of cashless payments and management in Europe and Asia.
